However, the survey showed that recruitment agencies continue to treat disabled people unfairly and are under pressure to engage in conduct that discriminates against the disabled. The Recruitment and Employment Confederation (REC), which represents 60% of the 10,000 recruitment agencies in the UK, has pointed out that only three of the 231 complaints made against members related to disability flying discrimination. The REC commented that recruitment agencies did not deliberately discriminate against disabled people but rather acted on assumptions about the type of people its clients wished to recruit. The Employers’ Forum on Disability commented that its flying members were reluctant to accept the risks of working with agencies that failed to match their own commitment in removing barriers to employing disabled people. It also said that a number of employers were funding work on a set of questions which employers could ask recruitment agencies to assess their approach on disability discrimination.
